Roosevelt Roads Redevelopment Master Plan - Ceiba, Puerto Rico

As the lead master planner and strategic development advisor to the Commonweath’s Local Redevelopment Authority (LRA), CCS conceived of a new master plan vision for an eco-tourism based redevelopment of the 8,000 acre property leveraging the inherent amenities and assets of the former Naval base, and amending a prior master plan which failed to create value out of these resources. The resulting plan called for nearly 11M square feet of development, re-establishing Roosevelt Roads as the major resort, destination hub for the region.
CCS also served as the Program Manager, facilitating the zoning plan and entitlements, assisting with the Supplemental Environmental Assessment, directing the Economic Development Conveyance (EDC) proposal and subsequent negotiations with the Navy. This culminated in the conveyance of over 3,400 acres of land to the LRA and Commonwealth under very favorable terms to help the Commonwealth realize sustainable redevelopment of the property. CCS also led initial efforts to solicit development/investor interest through an Expression of Interest and Request for Qualifications/Request for Proposal process seeking the best qualified teams to implement this vision and bring about much needed jobs and economic activity to the region.
