CCS has served as the Strategic Program and Development Manager on behalf of Cook County for the redevelopment of the Cook County Central Campus. CCS first assessed the overall campus assets and established the guiding strategic framework that identified two separate projects: one to satisfy the core medical needs, and a second to encourage much needed market rate commercial uses utilizing excess property. To bring about new awareness to the projects, CCS led an innovative public charrette process that engaged the civic, public and development communities who further validated the potential for redevelopment. Through two separate RFP processes, crafted and managed by CCS on behalf of the County, the County secured two development teams to both expand the hospital through a new $115M ambulatory clinic as well as secure over $650M of private investment to revitalize the underutilized Central Campus land with retail, hotel/lodging, residential, office and research/technology uses.
Throughout the process, CCS has emphasized the value of the Central Campus as not only the heart of a dynamic and diverse medical district, but also as an evolving mix of complementary land uses (including the surrounding institutions of UIC, Malcolm X College, the growing West Loop/Near West Side and key anchors such as United Center). CCS continued to assist the County with the implementation of both projects and the broader district-wide collateral opportunities.
